Majority and minority
The Majority is the party or parliamentary group formed by the absolute majority of Deputies. As the total of members in the House is 513, the Majority must have 257 Deputies. However, since the system of government adopted in Brazil is the presidentialism, it is very difficult for a party or parliamentary bloc to have the absolute majority in the House. Therefore, the Internal Regulations state that, in the absence of a party group with such composition, the Majority will be formed by the party or group which contains the highest number of Deputies.
The Minority is the largest party or parliamentary group which opposes the thoughts of the Majority on the Federal Government (Executive Power). Thus, if the Majority is pro-government, the Minority shall be the largest party among those which are contrary to the Government.
