Chamber authorizes Brazilian donations to disease combat

The Committee on Constitution and Justice and Citizenship (CCJ) approved on Tuesday (8), a proposal that authorizes the Brazilian government to donate resources for international organisms of combat against infectious diseases.

The approved text is the substitutive of Committee on Economic Development, Commerce and Industry to the Bill 6751/06, with an Amendment of the Committee on Foreign Relations and National Defense. CCJ has analyzed the matter only related to its constitutional, juridical and legislative technique aspects without analyzing the merit. The Rapporteur was the Deputy Sérgio Barradas Carneiro (PT-BA).

According to the approved text, Brazil should donate 20 million dollars to Global Alliance for Vaccines and Immunization (Gavi, in English) during 20 years to finance vaccination and immunization actions in low-income countries.

Global Alliance is an organization funded in 2000 with governmental institutions and a private resource support and has, as an objective, a massification of vaccine and new therapy access.

It also allows the Country to make yearly donations to the International Center for Medicine Purchase (Unitaid, in English), an international action of which Brazil is a founder member and that seeks for disseminating treatments for HIV/Aids, malaria and tuberculosis.

The donation will be equivalent to 2 dollars by passenger who embarks into a plane in Brazil toward abroad, excepting to passengers in transit through the Country.
