Committee approves agreement of Air Services between Brazil and Singapore

Foreign Affairs Committee and National Defense approved in last Wednesday (04), Bilateral Agreement of Air Services signed up between Brazil and Singapore in November of 2008. The text is in 950/09 Message of Executive Branch and will replace the current agreement signed by the countries in 1997.

For the proposal, Rappourteur Deputy William Woo, the agreement serves to the national interests and will contribute for interchange strengthening between Brazil and Singapore.

According to the agreement, each part will have the right to designate one or more air companies to operate the agreed services. The companies will be able to fly over the other part’s territory without landing; to do scales for non-commercial purposes; and to do scales in specified route points to embark or disembark passengers, luggage, cargo or postal mail.

Authorization and permissions of operations for these companies should be given by aviation authorities of each country.

Tariffs and Timetables
According to the text, the tariffs applied by the air companies designated by each country should be established “in reasonable levels”, taking into account users’ interest, operation cost, service characteristics and reasonable profit, among other considerations. These tariffs will be subject to aviation authorities’ approval of the country where the trip begins.

Flying timetables predictions should also be submitted to the aviation authority at least 30 days before service operation. The same procedure will be applied to any timetable change.

Security
The agreement foresees that laws and regulations of each country related to aircraft entrance or exit, or related to aircraft operation in territories will be applied to the authorized ones. Security rules established by International Civil Aviation Organization (OACI) are valid.

According to the text, when an accident occurs or incident threatening against aircraft security, its passengers’, airports or air navigation facilities, the parts will help one each other.
