Agriculture Body is going to survey importation of milk and related products

The commission of Agriculture, Farming, Supply and Rural Development is going to survey the release and importation of milk and related products by the Ministry of Development, Industry and Foreign Trade, and ministry of Agriculture, Farming and Supply. According to the Proposal author (PFC 126/10) approved in Wednesday (1), deputy Abelardo Lupion, Brazil exported about 69 thousand of tons of milk and related products in 2009, but imported about 133 thousand of tons.

"There is the necessity of understanding that the fifth biggest producer of milk needs to import such high quantity of product. It is necessary a more rigid surveillance and control for this importations and, then, identify possible opportunities for national product, helping Brazil to decrease the need of acquiring milk and related products from other countries", states him.

Surveillance Objectives
The repporteur of the proposal, deputy Vitor Penido, explained that the main object of surveillance is to verify the occurrence of omission, negligence, incompetency or incapacity of action by the bodies in charge for creation of safeguards against unfair practices in trade of milky products.

Furthermore, the surveillance shall verify it there were administrative deficiencies or the occurrence of failures in the effective legislation. It shall be also investigate the evidences of practices of oligopoly or attempt of market control by the processing industry, the reasons of technologic delay and the high costs of milk production shall be investigated.
The repporteur reminded that the segment had already suggested the adoption of a studied measure between 2005 and 2009 based on parameter to establish the importation quotes for milky products. For that, the importation licenses cannot be automatic and the prices of the main commodities.

Hearings
The commission shall carry out further public debates in the main producer regions with the representatives of institutions which are member of producer chain of milk and related products and representatives of the importer institutions. It shall also be provided information to Ministry of Agriculture, Development, Industry and Trade, including the presence of ministries.

It is also necessary the public disclosure of companies that import milky products, once these data are confidential. Vitor Penido explained that, if necessary, shall be presented the Bill to change the effective rules related to importation of food products and proposal measured to modernize the productive chain, encourage the increase of production and improve the quality of Brazilian milky products.

Processing
After the investigation, the report approved by the commission may be forwarded to Executive Power, Public Prosecution Service or States Attorneys Offices in order to take the actions required.
