The Chairman, Deputy Arlindo Chinaglia (PT-SP), who will review the proposal of a new oil exploitation regime in the pre-salt layer (Bill 5938/09), is willing to accomplish public hearing in order to debate the proposal, as well as promoting new technical discussions destined to negotiate points of disagreement.

The proposal is one of the most polemic proposals of the pre-salt legal framework. The opposition considers the regime proposed by the government an element that aims the State control over economic agents and centralizing. Chinaglia assesses that the the production sharing model is better than the recent concession model.

Chinaglia said that it is essential to accomplish the term established according to the opposition and forward the proposal to the voting at The Floor until November 20th. He wants to prevent that the debate move away the technical matters.

For Chinaglia, the production sharing model provides more warranties to the Union. The Deputy thinks that there is space to improve the proposal. He presented the amendment to include a representative of the parliament in the National Council of Energy Policy (Conselho Nacional de Política Energética -CNPE).
