Legal Change for a Japanese Cooperation Agency passes on CCJ

The Committee on Constitution and Justice and Citizenship (CCJC) approved, on Tuesday (27), the draft version of Legislative Decree No. 1660/2009, from the Committee on Foreign Relations and National Defense, which deals with the agreement between Brazil and Japan concerning the recognition of the new legal status of the International Cooperation Agency of Japan (JICA).

The JICA has been turned into a state body with administrative and budgetary autonomy, and requires action to be taken in order to validate the legal situation of its offices in over 90 countries. In Brazil, the Japanese agency is no longer linked to the Embassy of Japan. The agency has given up all privileges and immunities contained in the Vienna Convention on Diplomatic Relations in order to enjoy an autonomous institutional status.

The Committee’s rapporteur was the deputy Eliseu Padilha (PMDB-RS), who supported the approval of the proposal.

Procedure
The proposal went to the Floor of the House for consideration.
