Deputies suggest partnership in oil exploitation between Timor-Leste and Brazil

A delegation of congresspeople from East Timor asked on Tuesday (5) for support from the Committees on Economic Development, Industry, and Commerce; on Finances and Taxation; and on Mines and Energy of the Chamber, to create a partnership between the two countries, aiming at exploiting oil.

The congresspeople from Timor intend to study the Brazilian experience with hydrocarbon exploitation, to promote the development of the private sector in several areas of its economy. East Timor is currently the country which supplies the largest amounts of gas to Tokyo.

Independence
The group came to study the Brazilian technology for oil exploitation, and to seek subsides to elaborate an investment strategy for the Oil Fund of East Timor.

According to the chief of the delegation, Deputy Manuel Tilman, that is a great opportunity for the two countries to establish a partnership. He believes that Brazil can help East Timor to become independent in oil exploitation. “Brazil is one of the large oil producers in the world, especially now with the pre-salt. We want, as your younger brothers, also to be a power in that area”, he declared.

The president of the Committee on Economic Development, Edmilson Valentim (PCdoB-RJ), believes that East Timor, such as Brazil, can make of oil a benchmark in their development and revenue distribution.

According to Valentim’s evaluation, the two countries should work together to develop new ways of oil extraction. “That is a way of narrowing the links between Brazil and East Timor, especially at this moment, in which the world is going through an economic crisis”, he highlighted.

Bi-lateral cooperation
The president of the Committee on Finances and Taxation, Deputy Vignatti (PT-SC), stressed the opportunity to establish a large partnership, with information exchange on technology. According to the congressman, that has already been done regarding some areas of the restructuring process of East Timor.

The current bi-lateral cooperation program between the two countries ensures the presence of Brazilian teachers, for the improving of the Portuguese language; judges, defenders, attorneys and technicians, which actuate in the juridical area; labor qualifying, by means of the National Industry Service (Senai); and training of Timorean soldiers by the Brazilian army. “Because of all that, it is important to hear what Timorean people want from Brazil, and to help them by means of the Parliament”, said Vignatti.

East Timor, the only country from Asia and Oceania to adopt the Portuguese language, had its independence recognized in 2002. Since January 2005, the Chamber of Deputies of Brazil and the Timorean Parliament have a cooperation agreement.
