Committee approves control on authorities’ checking account

On Wednesday (3), the committee on Labor, Administration and Public Service approved the Bill 1741/07, authored by Deputy Chico Alencar (Psol-RJ), which requires that financial institutions report to the Control Council of Financial Activities (Coaf) all suspect operations made by the so-called politically-exposed people (Ppes).

The bill defines Ppes as public agents assuming or having assumed positions, employments or relevant public functions in the last five years, be it in Brazil or abroad. The representatives of those agents, their relatives and close co-workers are also subject to that control.

The bill goes beyond the standardization established by Resolution 16/07 of Coaf, by broadening the list of Brazilian authorities to be considered as politically-exposed people. It includes vice-governors, state’s deputies, supreme court judges, consultants of courts and accounts councils, mayors, vice-mayors and council people.

The current resolution of Coaf includes the President of the Republic, the ministers of State, federal deputies, senators, members of Federal Justice, governors, mayors and presidents of municipal chambers, of states’ capitals, among others.

The rapporteur on the bill, Deputy Manuela D´Ávila (PCdoB-RS), recommended its approval. “The edition of the law broadening the scope of politically-exposed agents will contribute to restrain suspect financial operations practiced by public agents”, he affirmed.

Procedure
The bill is being processed in conclusive character and will still be analyzed by the Committees on Public Security and Fight against Organized Crime; Finances and Taxation; and on the Constitution and Justice and Citizenship.
