The Committee on the Constitution and Justice and Citizenship (CCJ) approved, on Tuesday (25), the Bill of Law 7409/06, of the Senate, that determined the universalization of the public and free High School. Currently, through the Lei de Diretrizes e Bases da Educação (Law of National Education Guidelines and Bases), it is mandatory that the Public power universalizes the access to the Elementary School/Middle School (Ensino Fundamental), and increase, more and more, the coverage of the High School (Ensino Médio).

The rapporteur of the Committee’s proposal, Ciro Nogueira (PP-PI), presented a report assent to the proposal, which had been approved in the Committee on Education and Culture. Since it processes in a conclusive nature, it will now be submitted to Presidential approval, unless there is an appeal for voting by The Floor.

Fundeb
On 2006, the Congress enacted the Amendment 53, that created the Fund for Basic Education Development and for Enhancing the Value of the Teaching Profession (Fundeb), assuring more resources to the Primary Education as a whole, including the high school.

The new fund replaced the Fund for Primary Education Development and for Enhancing the Value of the Teaching Profession (Fundef) that did not consider the high school.
