Chamber dismisses request for granting funds for research in nanotechnology

Budgetary and financial inadequacy, incompatibility with Federal Constitution and redundant attributions caused the rejection


The Committee for Finances and Taxation rejected on Wednesday, October 29, the Bill 5076/05, which establishes rules for research in nanotechnology – a technology that is based on structures whose size corresponds to one millionth of a millimeter, and is applied on areas such as biology, medicine, chemistry, information technology, and engineering. The bill, proposed by the Deputy Edson Duarte (PV-BA), will be filed.

The rapporteur, Deputy Duarte Nogueira (PSDB-SP), voted for the incompatibility, and budgetary and financial inadequacy. He argues that the Fund for the Development of Nanotechnology (FDNano), proposed in the bill, creates attributions that have already been developed by the Science and Technology Ministry and by the National Fund for Scientific and Technological Development (FNDCT).
Moreover, by proposing the development of a National Technical Committee for Nanotechnology, CTNano, the project contradicts the Federal Constitution, which establishes that only the President has the right to propose any law ruling the administrative organization.

The Project had already been rejected by the Committee for Science and Technology, for Communication and Information Technology, and for Economic Development, Industry and Commerce, for merit reasons.
