Scientists and representatives of civil society met on Friday (28), at the Mercosul Parliament, in Montevideo, to discuss the future of Guarani Aquifer – one of the largest fresh-water reserves in the world, which is located under the ground of the countries making up the Bloc. The main objective of the meeting was to establish the bases for the discussion of a future common legislation regarding the use of this natural resource.

According to Deputy José Paulo Tóffano (PV-SP), “it is very rare that technicians, congresspeople and representatives of civil society have such an opportunity to exchange ideas.” Dep. Tóffano is the president of the Committee on Sustainable Regional Development, Territorial Ordination, Housing, Health, Environment and Tourism of the Mercosul Parliament, which led the seminar.

Regulation on the use
At the end of last July, the Mercosul Parliament approved a recommendation to the Council of the Common Market for the regulation of the use of Guarani Aquifer. The same document proposes the development of several debates with civil society on how to guarantee a balanced use and preservation of that natural resource.

“Technicians bring their specific knowledge; representatives of society speak for those who can suffer consequences of the wrong use of those resources. And congresspeople seek to obtain a convergence for the elaboration of a common legislation”, said Deputy José Paulo Tóffano about the meeting.

The Deputy Dr. Rosinha (PT-PR), who is the President of Mercosul Parliament, and was at the debate, reminded that there is currently no regulation on the use of the resources of the Guarani Aquifer.
