Michel Miguel Elias Temer Lulia, 68 years old, did a historical deed when he was elected for the third time president of the Chamber of Deputies. Before him, during the republican period, only two men attained the same prowess: Ulysses Guimarães (also from São Paulo) and Flávio Marcílio (from Piauí). Graduated by the Law School of the São Paulo University (USP), married and father of four, Michael Temer has always worked in the legal environment while acting in the political life. With master’s and doctor’s degrees in Law, he was a professor at the Pontifical Catholic University of São Paulo (PUC-SP) and at the Law School of Itu (SP).He wrote four books, and the most recent one, about Constitutional Law, is in its 22nd edition. His admission in the political field was in the beginning of the 60’s, as a cabinet officer of his ex-professor Ataliba Nogueira, a known Law scholar, who was an Education Secretary of Adhemar de Barros’ government. After that he occupied several positions, such as attorney-general of São Paulo State and Law Enforcement Secretary – for the latter he was invited by two governors (Franco Montoro and Luiz Antônio Fleury Filho). As the Secretary, he was in charge of creating the first Women Police Station, in 1985.

His first appearance in Congress was in 1987, as a constituent congressman. From there on there were six mandates, always for PMDB, party he manages since 2001. He was also a leader of his party between 1995 and 1997 and of the PMDB/PSD/PSL/PSC group from 1996 to 1997. At the Parliament he distinguished himself by his communication skills and the transition between opposition and government.
At the Chamber of Deputies, Temer was also the president of the Finance and Taxation Committee, besides being a PMDB captive on the Committee of Constitution, Justice and Citizenship, which concentrates the constitutional debate about the bills. He is the author of the bills that gave birth to the Special Civil Courts (Law 9.095/95) and the organized crime repression (Law 9.034/95) laws.
