Ciro NogueiraBorn on 21st November 1968, Deputy Ciro Nogueira is an entrepreneur and lawyer, graduated from PUC (Catholic University)   Rio de Janeiro. He was re-elected for his fourth mandate as a Federal deputy in the 2006 elections.   


In the previous Governing Board, Ciro Nogueira was second-vice-president and also exercised the function of Commissioner of the Chamber. He was also a member of the Board between 2001 and 2003, as Fourth Secretary, position to which he was re-directed between 2003 and 2005.   
 
As Commissioner of the Chamber, Ciro was responsible for passing judgment concerning parliamentarians conduct when they were denounced for breach of decency. In that function, he also chaired with complete impartiality several committees of inquiry, among them the ones that investigated the illegal reception of money by parliamentarians (mensalão/2005) and the overpricing of ambulances through amendments to Unions Budget. (Scandal of the sanguessugas in 2006).   
  
In 2006 he presented a proposal for the amendment to the Constitution (PEC) 521/06 to prohibit progressive sentences for those condemned for heinous crimes. With this prohibition, such convicts can not be benefitted with changes in their sentences to alternative forms of punishment or imprisonments upon completion of a 1/6 of their sentences as happens in the case of common crimes. He also authored in conjunction with Managing Committee, the proposal that limits the Fuel expenses of Federal deputies.
  
In 2007, Federal Deputy Ciro Nogueira (PP-PI) was once again elected to the position of Second Secretary of the Governing Board of the Chamber of Deputies, thus confirming his role as a leader within the Chamber. In this position he is responsible for controlling the issuing of Diplomatic Passports and also co-ordinates the Academic Apprenticeships within the House, besides deliberating, together with other members of the committee important subjects related to the Chamber of Deputies.
 
In his administration as Second-secretary, Ciro inaugurated, on 2nd July 2008, the Gallery of Second-secretaries in honor of the 17 parliamentarians that have headed the organ since 1970, with the objective of contributing to salvaging part of the history of the Chamber of Deputies.
